Update on the New Measures to Enhance the Integrity OF PWGSC's Procurement Process

The approach to implementing the new measures introduced on July 11, 2012, has been amended to facilitate and expedite the verification process for ensuring compliance with the Code of Conduct and Certifications.

The process has been changed so that bidders will be requested to provide the Consent to a Criminal Record Verification (PWGSC-TPSGC 229) form only if the form is required by the Special Investigations Directorate to perform more thorough checks.

Along with each bid, every bidder must provide, by the solicitation closing date or as soon as possible after that date, the bidder's complete list of directors. The Contracting Authority will inform any bidders that have not provided this list of the deadline for doing so. Furthermore, the Contracting Authority will advise them that their bid will be deemed non-responsive if the deadline is not met. It is important to note that the complete list of directors is required for the bid to be accepted.

We also encourage you to consult the ARCHIVED Standard Acquisition Clauses and Conditions (SACC) Manual, Section 1, Standard Instructions - Goods or Services – Competitive Requirements for the new provisions of the Code of Conduct and Certifications.

These new measures are effective immediately and apply to all future bid solicitations, without exception.
