New Measures to Enhance Integrity in PWGSC's Procurement Process
On July 11, 2012, Public Works and Government Services Canada (PWGSC) introduced additional measures aimed at strengthening the integrity of its procurement process.
From now on, prior to awarding a contract, the Translation Bureau shall obtain a written statement from the Special Investigations Directorate (under PWGSC's Departmental Oversight Branch) confirming that the proposed contractor/offeror/supplier and, if the latter has a board of directors, the members of the board have not been convicted of a relevant offence.
Effective immediately, in order for a bid/offer/arrangement to be considered, a Consent to a Criminal Record Verification (PWGSC-TPSGC 229) form must be (1) duly completed and signed by every member of the board of directors of the bidder/offeror/supplier and (2) attached to the bid/offer/arrangement (Annex C, revised in July 2012).
These new measures, which took effect July 11, 2012, apply to all bid solicitations without exception.
For the new provisions of the Code of Conduct and Certifications, please consult the ARCHIVED – Standard Acquisition Clauses and Conditions (SACC) Manual, Section 1, Standard Instructions - Goods or Services - Competitive Requirements (ID 2003).
If you have any questions about the new measures, please contact Acquisitions and Directory Services at BTRepertoire.TBDirectory@tpsgc-pwgsc.gc.ca or at 1-855-997-3300.
